Environmental Progress:

SkyPower is following guidelines from the Newfoundland and Labrador Department of Environment and Conservation, as well as the Canadian Environmental Assessment Act, for the Environmental Assessment (“EA”) of the Fermeuse Wind Power Project. SkyPower has undertaken a number of activities related to this Project. A brief timeline on the activities and the overall progress of the EA is as follows:

  • Environmental Assessment Registration Document submitted to the Environmental Assessment Division, Department of Environment and Conservation, Government of Newfoundland and Labrador (“NL DEC”) on July 11, 2006.


  • NL DEC issues letter acknowledging receipt of the Environmental Assessment Registration Document on July 12, 2006.


  • NL DEC issues letter releasing the Project from further Environmental Assessment (“EA”) (with conditions) on September 20, 2006. The conditions stated in the letter are as follows:

    - Preparation of an avian and bat monitoring program, in consultation with the Wildlife Division, Department of Environment and Conservation and Canadian Wildlife Service, Environment Canada

    - Preparation of a noise impact assessment and viewscape analysis studies, in consultation with the Department of Environment and Conservation and Town of Fermeuse to determine acceptable distance and site locations for the wind turbines from the community, is required to be submitted to the Minister for approval


  • In fulfillment of the requirements for the EA release condition for an avian monitoring program, an Avian Monitoring Report, based on 2006 surveys, and which was completed on July 2007, was prepared for the Project, and to be submitted to the NL DEC as part of the EA release condition. The Avian Monitoring Report also documents the need for a Post-Construction Bat Monitoring Program rather than a Pre-Construction Bat Monitoring Program (as per communication with NL DEC representative Ms. Christine Doucet).


  • SkyPower Corp. (“SkyPower”) presents the Project to the Municipal Council of Fermeuse, as part of the stakeholder consultation process, on November 20, 2007.


  • SkyPower submits an application for the ecoENERGY for Renewable Power Program on December 13, 2007. The submission includes the Project Description Document, following the format under the Canadian Environmental Assessment Act (“CEAA”).


  • Natural Resources Canada (“NRCan”) acknowledges receipt of SkyPower’s application for ecoENERGY for Renewable Power Program on December 14, 2007.


  • NRCan acknowledges the completeness of SkyPower’s application for ecoENERGY for Renewable Power Program on December 18, 2007. The conditions for approval of the application include the conduct and submission of a full federal Environmental Assessment, following the requirements of the CEAA.


  • As part of the public consultation process under the EA, SkyPower conducts an Open House for the Town of Fermeuse on January 17, 2008.


  • As formal documentation of the Open House, and in fulfillment of the conditions of the EA release for a noise impact assessment and viewscape analysis studies, SkyPower submits the final report on Noise and Visual Analysis Studies to the Town of Fermeuse, February 29, 2008.


  • The Town of Fermeuse issues letter approving the Noise and Visual Analysis Studies, and acknowledging the Open House proceedings, dated March 23, 2008.


  • SkyPower submits (a) the Avian Monitoring Report, (b) Noise and Visual Analysis Studies, and (c) the Approval Letter from the Town of Fermeuse, to the NL DEC, in fulfillment of the EA release conditions, on March 31, 2008.


  • SkyPower submits the full federal EA to NRCan, in fulfillment of the requirements for the ecoENERGY for Renewable Power Program, on April 30, 2008.


  • NL DEC issues letter of approval for the fulfillment of the EA Release Conditions for the project on July 15, 2008, signed by the Honourable Minister, Charlene Johnson.


  • NRCan approves the federal EA for the project with the issuance of the Environmental Assessment Screening Report on February 6, 2009, signed by NRCan Director Christopher Padfield.
